This emerging Senior Manager role will empower leaders across the organization to promote a positive employee experience through compliance with federal, state, and local employment requirements. This Senior Manager will lead a team in the design, development and maintenance of best-in-class people operations compliance programs including Form I-9/E-Verify, Minor Work Permits, Unemployment, and Canadian SIN & Work/Study Permit Verification Process. This role will report the VP, People Accountability & Operations.



In addition to following Chipotle’s policies and procedures, principal accountabilities include, but are not limited to:

  • Serve as subject matter expert for employment operations policies and procedures, providing input and guidance to cross-functional teams on an ongoing basis
  • Keep current on all employment legislative and regulatory developments (multi-state/province updates). In close partnership with Legal, work to Ensure Chipotle's employment policies and standards are updated timely to reflect changes to rules and regulations
  • Conduct a comprehensive review of current processes and procedures and make recommendations to improve or achieve HR operations employment compliance.
  • Optimize business intelligence reporting and dashboards to monitor the effectiveness of our compliance programs and proactively remediate all correctable situations, which includes escalating issues through proper governance channels as needed
  • Proactively identify and implement continued operational excellence and performance improvement initiatives by analyzing ServiceNow metrics (SLAs and KPIs) and customer feedback
  • Build strong operational compliance capabilities on the People Operations team by coaching and developing a team of analysts to challenge the status quo and formulate thoughtful recommendations as needed
  • Create and maintain accurate process documentation, workflows, and knowledge base library/resources on SharePoint
  • Create a compliance scorecard to share with executives regularly
  • Ensure clear, accurate and timely communications



  • Bachelor’s degree or equivalent work experience in HR
  • 6-8 years of experience in Human Resources/Onboarding/Employment Compliance/Reporting & Auditing/Training/Project Management/Case Management System experience
  • 3-5 years of Supervisory Experience
  • PHR, SPHR, SHRM-CP certifications preferred
  • Ability to work independently and handle multiple priorities simultaneously in a lean environment
  • Strong written and oral communication skills; an ability to draft policies/procedures and clearly and effectively communicate with different audiences, e.g., HR partners, HR Service Center, employees, management
  • Project management skills
  • A demonstrated ability to be resourceful, with exceptional problem solving and decision-making skills with a strong focus on process improvement and innovation
  • Experience utilizing process improvement methodologies (such as SixSigma) to streamline/design processes is a plus
  • Experience working effectively with cross-functional departments (Payroll, HR data & technology, Benefits, HR Service Center)
  • A demonstrated ability to bridge gaps between internal departments to solve issues and implement improvements, with a collaborative approach to relationship management
  • Experience monitoring vendor or other third-party performance
  • Ability to maintain highly confidential information
  • Results-oriented with the ability to understand and balance other business considerations
  • Excellent analytical and research skills with an acute attention to detail and accuracy
  • Intermediate knowledge of Microsoft Office suite
